The rapid growth of national economy led to the rapid development of constructionindustry. From2002to2012, the completion of the construction area in our country hasincreased from930million m2to2.4billion m2each year, the total number of existingresidential buildings has amounted to8billion m2.However, the using and maintenancecondition of existing residential buildings in our country is not optimistic, the highenergy consumption of existing residential buildings has brought a huge challenge toour country’s energy, and also brought serious environmental pollution. In fact, ourcountry has already entered into a new stage that buildings construction and renovationare both important.Faced to the large number of iffy buildings, it’s necessary for propermaintenance and energy-saving renovation.At present, it’s the only way and animportant measure to change the awkward situation,which the average service life ofthe existing residential building is only30-year.After years of energy-saving renovation development in our country, it has obtainedsome achievements, but as the whole the existing residential buildings energy-savingrenovation work progress is slow, the key factors that contribute to this problem are thelarge stock of existing residential buildings as well as the lack of funds. Therefore, inthe condition of limited funds, manpower and material resources, there is a need forproject priority selection before energy-saving renovation.Choosing the buildings whichneed renovated in urgent and have good benefits in technique and economy.Thegovernment should make a reasonable plan to carry out the work of energy-savingrenovation and put it into the city’s comprehensive development and renovation. In the process of thesis writing, a great deal of investigation, questionnaireinvestigation are made, the range of options and features about energy-savingrenovation projects are summarized, and a two-stage model is established in this paper.First,the energy-saving performance index system of existing residential buildings is setup, and fuzzy comprehensive evaluation method is used to evaluate existing residentialbuildings. Second, on the basis of the whole life cycle theory and technical economics,the residual life of existing residential buildings is analyzed, the calculation formulas ofincremental costs and benefit of existing residential buildings are established, and thendynamic evaluation indexs are used to make economic benefits evaluation. Finally, theinstance is applicated in the model and some policy suggestions are raised.
