Existing residential energy-saving retrofit is not only an important part of energy conservation in our country, but also a useful attempt to update the old residentials and improve the people’s living happiness index. However, there is a large amount of existing housing in China, wherein the majority is the non- saving energy residential.And these residentials generally are of poor insulation performance and low-effictive heating system, so that the comprehensive energy-saving retrofit is a urgent needs for them. For the limited situation in labor force, materials and financial resources, it is necessary to make the project optimization for energy-saving reconstruction of residential, which aims to promoting energy-saving reconstruction working better.This paper based on the analysis and research on current situation of building energy-saving and its evaluation both the domestic and abroad combined with a series of energy-saving design standards and specifications in use for residential buildings, an optimization evaluation index system for energy-saving reconstruction of residential is set up by expert expert opinion and factor analysis method. During the determination of index weight, the entropy method as the nature of rigorous logic, high precision and less calculation is adopted in this article and it enhances the efficiency and accuracy of calculation greatly.Based on the above index system, the gray target decision-making theory is introduced to build a optimization evaluation model for energy-saving reconstruction of residential and its concrete steps to use the model are elaborated.At last, the model has be tested and verified by a practical construction project,which proves the feasibility and scientificity of the gray target decision-making theory in project optimization for energy-saving reconstruction of residential. Compared with other traditional evaluation methods, this method possesses such obvious advantages as tight logic, strong practical applicability and less calculation, and it provides a scientific and concise method for project optimization for energy-saving reconstruction of residential.
