Research On District Heating Energy Saving Policies In China And Comparison With European Countries

The target of this thesis is to research district heating energy saving policies in China from three aspects:the government, heating companies and end users, to analyze the present situation of energy consumption and the operation&management of district heating in North China urban areas and compare with European countries, to explain why China cannot promote the heat metering mechanism successfully, and put forward effective improvement mechanisms, as well as heating energy-saving mechanism for enterprises and end users, in order to promote energy-saving of district heating in China.Aiming at the above goals, first of all, this thesis analyzed the current situation of energy consumption and the operation&management mechanism of district heating in North China urban areas in detail and analyzed the specific case. The research methods mainly included:field testing, the historical data research, field research, literature research and interviews.And then compared with present situation of district heating in European countries, Finland and Denmark, and other countries analyzing the difference of the building type and energy saving performance, the form of district heating system, the operation&management mechanism between China and European countries, and the role of these different mechanisms, especially the heat metering mechanism in European countries which is successfully promoted. Research methods mainly included:historical operation data research, field research, literature research and interviews.By comparing with European countries from district heating system and the management mechanism, this thesis explained why was the present heat metering mechanism difficult to be implemented in China. The conclusion is that the current apartment users’ governance mechanism is not suitable to our national conditions. Heating companies need to spend a lot of cost to deal with the relationship with the end users, which is more than the potential benefit from the heat metering mechanism. Against the status quo, heating service subsidiaries and third-party heating service enterprises was introduced. Combined with actual cases, how these two mechanisms could help achieve heat metering mechanism, and conduct energy saving effect was analyzed.Finally, focusing on the heating enterprises and end users, this thesis analyzed the possible mechanism of energy saving. Combined with specific case, this thesis introduced energy consumption index evaluation mechanism for heating enterprises, including the specific analysis of energy consumption index system and methods. Based on the actual cases, this thesis analyzed the effectiveness of users’ governance mechanism in solving the apartments’ public affairs, showed that the owners’ congress mechanism could be effective in the energy saving of district heating, and finally put forward suggestions for the improvement of the owners’ congress mechanism.
