Disaster Prevention Planning Study For The Reclamation Area Of Coastal Cities

Coastal areas is the most dynamic region in the economic construction of ourcountry, also the marine economy and coastal economy is the key to the macrodomestic development strategy. Because the limited land space resources in coastalregions severely restricted the further development of marine economy and coastalcities, reclaiming from the sea has now become the right choice under the condition ofspace shortage. However,the frequent natural marine disasters, the unreasonablereclamation and lack of disaster prevention has become an obstacle that restricts thesustainable development of reclamation area.Since the reclamation area is always inthe junction of land and sea, it will be in an exposed position during the marinedisaster and cause significant casualties, economic losses and social impacts. On theother side, excessive reclamation projects will cause the destruction of the marineenvironment and some other negative impacts. Therefore, disarster prevention inrecalamation area is the considerable and thorny research issue of the urgently disasterprevention problem.Take the reclamation area as the research object, through a large number of casestudies, comparative analysis and empirical discussions, summerized up thecharacteristics of reclamation area and its disarster feature. In consideration of theweak construction problem exposed in reclamation planning practices of our country,a corresponding planning principles were made and a technical framework and maincontent of the disaster prevention system was also built. Based on this, put forwardthe suitable strategies for each stage of the disaster prevention planning: locationplanning that to avoid disaster, master plan that to mitigate disaster, space detaildesign that prevent disaster, emergency facilities planning that to relief thedisaster.Besides, the specific measures and methods of disaster prevention systemperfection and smart technology application was discussed.Finally, taking tianjin Dongjiang port reclamation area as an example,combining ArcGIS spatial analysis technology, comprehensively evaluate thedisaster risk of Dongjiang port. Also evaluate the disaster prevention planningefficiency and put forward the corresponding optimization strategy, in order tomake theoretical method combined with the concrete practice well.
