With the rapid development of China’s economy and the continuous improvement ofpeople’s quality of life, building energy consumption in the proportion of China’s total energyconsumption is about more than energy consumption in other industries, thus building energyefficiency is one of the important issues to achieve energy savings. The key to achieve theenergy efficiency target is the residential buildings because it occupies the largest proportion oftotal building floor area. And for existing residential buildings in different regions, its energy-saving contents and level affected larger by regional climate and the environment, so existingresidential buildings energy-saving program evaluations should return to the "Localization"study, the main object of this study was to existing residential building envelope energy-savingin Baotou city.By reading a lot of literature and information, on the basis of the discounted cash flowmethod model considering the effect of energy-saving economic, environmental, social, andestablish a comprehensive benefit evaluation model of existing residential building energy-saving projects. Through investigation and study, Common technical program of Baotou’sexisting residential building envelope(that is facades, exterior windows, roof) energy-savingwere obtained, related technology solutions were calculated and analyzed and put forwardreasonable suggestions for deficiencies.In order to analyze how different energy-savingprogram impact energy consumption, the text give an example and calculate its energyconsumption by simulation software DeST according to the local climatic conditions andenvironment,the most obvious effect of which is the transformation of energy-saving facades,followed by energy-saving exterior windows, and finally the roof of energy-saving.Bysimulation software DeST,It can also propose a better solution on the basis of existingprograms.At last, the project is evaluated by using the comprehensive benefit evaluation modeland get the following conclusion, the project will save1064793.6yuan for energy costs peryear,its environmental value is543558.3yuan and health benefits is204201.5yuan due to theemissions reduction. Comprehensive net present value of the project is5771202.7yuan at10 years, the economical, social and environmental benefits are obvious after energy-saving. Itsinternal dynamic payback period and comprehensive benefits dynamic payback period is10.41years and5.56years respectively.Through the study of Baotou’s existing residential buildings energy-saving, it will helpto promote the correct and effective energy-saving programs, but also to directly reflect theactual effect of energy-saving household after to help the promotion of national policies.
