Regional road network plays an important roles in earthquake relief work and itsseismic reliability is the decisive factor for road network service function. Based on this,the paper study on the regional road network seismic reliability evaluation andoptimization,aiming at the road network from the "passive repair" to "active defense" inresponse to the earthquake disaster.To determine the road network influence scope by earthquake disaster is the basicpremise to analysis highway network seismic reliability. With the spatial variationfeatures of earthquake destructive power,the paper determined the seismic intensitydecay model based on the summarize and analyze of seismic intensity decay relationshipresearch status. Then,the paper put forward that the road network within the scope ofseismic intensity seven degrees and above is the seismic reliability research object.The paper proposed that regional highway network is constituted by road, bridge andtunnel. Combined with the seismic disaster characteristics and reason of each unit, thepaper analyzed the various units’ seismic reliability factors and mechanisms from bothexternal and internal factors. Then the paper approached the seismic reliabilitycalibration.method which based on the each unit damage assessment methods. This partof study makes the foundation for evaluating road network seismic reliability.The paper analyzed the road network reliability assessment principles and describednetwork reliability analysis methods in detail. Then the paper put forward one method forcalculating the road network seismic reliability and each unit’s probability importancedegree based on the Monte Carlo method. At last, the accuracy of the method was verifiedby the calculation of a simple network.From a system perspective, the paper analyzed influence factors of seismic networkoptimization and put forward a seismic network optimization model which made theminimum cost of road network construction as optimization objective function and thenetwork seismic reliability reaches a certain value as optimization constraint. Then thepaper proposed to use orthogonal enumeration method for solving the model based on thefees and seismic reliability model parameters calibration. The implementation process ofthe model was described in detail by a numerical example. The model provided thescientific theory for the regional road network seismic reliability evaluation andoptimization.
