Fire emergency decision to fire and rescue is very important, traditional emergency decision mainly rely on contingency plans and expertise. The current combination of computer technology and mathematical theory to assist emergency decision is an important direction of research in the field of fire emergency. City fire emergency is fuzzy, multi-attribute multi-objective decision making problems, solve the optimal contingency plans where research is a key component, and therefore in this paper based on group decision-making contingency associated gray model.The issue from the city fire emergency practical problems starting the fire to determine the levels and multi department collaborative decision-making contingency plans to study the issue. For fire rating, the first analysis of target and fire rating factors, target of Ⅰ, Ⅱ, Ⅲ and Ⅳ, factors including fire and emergency management itself into two parts, the fire itself time factors including fire, fire place, fire type, fire range, fire spread, people were trapped and seven indicators casualties, property damage and threats; emergency management factors include seven indicators case of fire, fire experience, command levels, emergency resources and meteorological environment, social impact and mass psychology, By building pairwise comparison matrices, calculating index weight, based on the membership function, get fuzzy relation matrix, using a suitable operator will factor weights and fuzzy relationship matrix synthesis, based on the maximum membership principle, to give fire rating; for multi department multi-attribute collaborative emergency issue, first ontology theory, construct fire emergency protege ontology model quad<Concepts, Relations, Individuals, Rules>, the use of OWL language rule source, create a filter rule repository, by Jena inference engine department plan for collaborative interaction emergency department problem, cofactors indicates the degree of dependency between departments, to build synergy factor matrix, experts on the sector plans, sector weighting and evaluation criteria to rate, then the standard normalized to give a combination of program score evaluation performed dimensionless and normalized to obtain comprehensive evaluation matrix, calculate the gray correlation coefficient combination regimen, get gray correlation degree of each program by gray correlation degree calculation method, combined with the positive and negative gray correlation get the ideal combination regimen Grey Relational closeness degree programs, the greater the degree of gray close association representing contingency plans closer to the actual situation of the various options to sort, obtain optimal contingency plans to take over diagram (Supermap) engine, with 2D and 3D GIS technology, fire environment, the deployment of emergency resources distribution and visual display of contingency plans, provide assistance to the visual aspects of the city fire emergency.Finally, the present theory to develop a fire contingency plan prototype decision support system, and an example of urban fire emergency decision to verify the feasibility and effectiveness of this model was shown to be able to play a supporting role in emergency decision-making, to some extent, improve the emergency decision efficiency and scientific basis.
