The large number of benefit related subjects, complex bidding process and other factors in the bidding of construction projects always lead to collusive behaviors which not only seriously damage the social benefits, but also disturb the market order. Thus, under the background of our country’s vigorously promotion of the construction of infrastructure, the research and continuous improvement of the bidding system and effective measures of collusion-proof have very important significance on optimizing the allocation efficiency of building resources, improving the price discovery function of bidding and building a standardized and orderly construction bidding market.Firstly, with the help of game theory and collusion theory, this paper raises the question of collusion in the bidding of construction projects based on the engineering practices. It uses evolutionary game theory to analyze the two collusion behaviors, and analyze the bidding behaviors of participants in the bidding and the collusion prevent path from the equilibrium game strategies.Secondly, based on the analysis of evolution game and the shortcomings of traditional research, this paper improve and optimize the decision model for construction project bidding, expand the SIPV model framework from the aspects of risk attitude, commission and the set of the reserve price, building a more effective bidding decision model.Third, through the establishment of an improved KMRW reputation model, this paper analyzed the value of reputation mechanism and its operation mechanism, and on this basis, point out the necessity to build a comprehensive reputation evaluation system.Finally, on the basis of the comparison between two mechanisms on the reputation model-independent information and information sharing, this paper build a construction project reputation evaluation system from the reputation evaluation, reputation monitoring and feedback mechanism. Besides, it applies the system into the practice and guides the practice. Through the introduction of the government and the public’s supervision and information disclosure mechanism, the awareness to maintain the reputation of engineering companies has been strengthen, so as to make them participate in the bidding activity standardly. In summary, the above shows that the problem of this thesis, the research theory, the research methods and the implementation techniques are effective to achieve the unity of theory, technology and practice.
