Study On Bidding System Under The Bill-of-Quantity Pricing Pattern

Tendering and bidding under the bill-of-quantity pricing pattern is a relatively perfect mode of bidding and tender adopted by the developed countries in the West. Issue and implementing of the Criteria on the bill-of-quantity pricing for construction engineering on July, 2003, established by the management department of engineering cost, was a symbol that the reform on tendering and bidding came into a new stage in China. Hence, in the management measures on the tendering and bidding of construction engineering put forward by the different provinces, cities and regions, there were a specific requirement that the bill-of-quantity is one of the important contents in the bidding documentaries so that some bidding patterns and bid-evaluating methods were studied and applied. The strong points of the bill-of-quantity tendering and bidding, reasons that the bidding system of the bill-of-quantity is adopted in China and the existing bill-of-quantity bidding pattern were analyzed. Problems and risks during the application on the bill-of-quantity tendering and bidding were explained, analyzed and concluded. And reasons that brought problems were reduced such as the un-perfect architecture market and un-canonical market main-body action. The un-perfect architecture market represented that the supervision mechanism of the tendering and bidding market was not valid and the insurance system and assurance system for engineering were not perfect. The un-canonical market main-body action represented the rent seeking action of bidding agent and the collusion tender behavior of the bidding units. The formation reasons were analyzed about above problems from the angle of game analysis and the settlement method were explained from four aspects. (1) The feasible suggestions were put forward about how to improve the bidding program, especially application for bidding qualification of bidding units, bidding letter purchasing, bidding letter evaluating and bidding letter opening and son on.(2) The probe and study on the bid-evaluating methods were carried out to get the notarization in the period of tendering and bidding. The characteristics and suitable using range of the comprehensive evaluating method and reasonable low-price bidding method were expanded. The feasibility of using the lowest-price bidding method was demonstrated. (3) Risks in the bill-of-quantity bidding were expanded from the angle of the game analysis, the corresponding preventment measures were put forward. (4) To reform and improve the bidding system of bill-of-quantity were explained and some suggestions and feasible measures were put forward to strengthen the efficient supervision for the bidding market and to establish and improve the insurance system and assurance system in China. At last, feasible methods and suggestions were presented to settle the existing problems in the bill-of-quantity bidding.
