In China, most ofresource-based cities,particularly inresource exhausted cities, are faced with theprocess of economictransformation slowdifficulties. It can not achieve a goodeconomy,society, resources,environmentand other aspects ofsustainable development.In view of the above researchpurpose,this paperwith reference to the relevanttheoryof sustainable development of resource based citiesand system dynamics,thesustainable development of resources citysystem is divided into four subsystems:economic,technology,resources and environmentand workforce.Through the analysis of the influence and causality among subsystems,thesystem dynamics model forthe sustainable development of resource-based city is established with the help of "statistical yearbook of Heilongjiang province"and other data.As a typicalresource-based city, Heilongjiang Province, is applied to this model.It is determined the mainparameters of thedevelopment trend on the basis of the analysisof current situation inHeilongjiang.Byadjustingthe proportion ofagriculture,industry, service industry,science and technology,it is set a variety ofpolicy optionsforsimulation and prediction ofdevelopment in Heilongjiangfrom 2005 to2020.Thus,it is concluded thatresource-based cities should pay attention tothe balanced development ofthe industrial structureon the road of sustainable development, so as tothe rational use of resourcesandenvironmental pollution control.
