Due to the rapid development of domestic market economy, shortage of resources and worsening of environmental conditions have become an increasingly prominent problem, and the traditional industrial park method of treating pollutants can no longer meet pollutant control and environmental protection requirements. A system based on the theory of circular economy and industrial ecology was formed during the development of the eco-industrial park. Through the proper planning of the industrial park in the early stages, an industrial chain is established between enterprises to maximize energy and resource utilization, while also reducing pollutant and waste emission, thus achieving the objective of protecting the environment. Therefore, there is practical significance in the analysis and evaluation of circular economy at the planning level of the industrial park, as this can guide its direction of development, and provide supplement to unreasonable or imperfect parts in the development plan.Taking the planning of an eco-industrial park in Southern Shaanxi for the study in this paper, an index based on the current state of circular economic development is established to evaluate the degree of circular economic development of a given eco-industrial park. At the same time, influences to the atmosphere, water, and solid waste caused by the construction of the park are analyzed, and proposals are put forward to improve the park planning process.This study achieved the following major results:(1) Using the SWOT-PEST method to analyze the internal and external environment of circular economy growth in the eco-industrial park, an overall indicator to evaluate the level of circular economic development based on 23 quantitative and 8 qualitative indicators was selected. A circular economy evaluation index with a four level structure was subsequently developed, including the overall-, system-, condition-, and variable-levels. The overall level reflects the comprehensive development level of circular economy in the eco-industrial park. The system level includes the internal and external layers of the park. Finally, the variable level consists of issues that affect circular economy, such as economic growth, energy and resource utilization, ecological environment, circulating, management, political, market, and social factors.(2) Construct an evaluation model based on set pair analysis to evaluate the level of comprehensive development of circular economy in the industrial park. A definite evaluation procedure is established, and the fuzzy comprehensive evaluation method is used to verify the accuracy of the results. Furthermore, the confirmation of standard values within qualitative indicators is conducted with questionnaire surveys, and the index weights are determined using the factor contribution rate method.This paper utilizes the set pair analysis method as the basis of evaluating the index system. This analysis method has simple calculations and clear principles, and when combined with verification from the fuzzy comprehensive method, it provides reliable results. The evaluation also combines "Set pair situation between the contact component" from the "five-link set number"method to analyze and rank variable layers situated at same orders, which tackles the traditional evaluation method’s inability to analyze similarly situated variable layers, thus distinguishing the pros and cons of such objects, and effectively ranking them in an orderly fashion.(3) Using the eco-industrial park in Southern Shaanxi as an example, the index of degree of circular economic development is used to evaluate the overall circular economy of this park. It was found that the comprehensive level of development of circular economy is grade Ⅱ, which reflects a relatively high degree of development. Out of all the individual factors, the circulating factor and eco-environment effect have the highest level of development; the management system and political and market factors follow closely behind; economic growth and social factors also see moderate levels of development. However, the energy and resource utilization levels are quite low, which implies that there is still potential and room to improve, and special attention should be given to this specific element in the future growth of the park.(4) In analyzing the development level of circular economy at the sample park site, it was discovered that this particular industrial park has weaknesses associated with circular economic development in the following seven areas:the added per value of industrial waste water, comprehensive energy consumption of unit of industrial added value, unit of industrial added value of fresh water consumption, unit of industrial added value of SO2 emissions, industrial output per capita, unit of industrial added value of industrial land, green coverage rate these seven indicators. The industrial park as represented by these seven indices reflects that there is still a relatively large potential for improvement in its circular economy. Some improvements were suggested for these problems, and adjustments were also proposed to enhance the overall planning of the park.
