In this paper, author made some researches about reformation and development of parking management in xining.Therefore,author investigated the current situation of Xining City’s parking,made some analysis about supply-demand equilibrium and parking area and did some plans about development strategy and countermeasure of Xining City’s.At the same time,the research can also provide some useful reference for reformation and development of parking managementother of other city.First of all, the author made some analysis about the current parking situation and problem in Xining City including supply-demand equilibrium especially the urban area and the core public area of Xining,current public parking situation and the parking charge.Second, according to the current parking situation in Xining City,author draw up building appertaining parking standards of xining city through the analysis of the present situation of parking demand rate, turnover rate and the peak coefficient.Third, author elaborated parking management reformation and improved parking management system strategy from coordination of the competent authorities, the parking lot construction, public parking lots planning, improving information technology and the differentiation parking charge five aspects.Fourth,the author made some strategies of parking management and reforrnation,including appertaining parking, public parking, parking information and parking charge.Fifth, there are the financial security system,The security system of land and juristic guarantee system to ensure sustainable development system of parking management and reformation.Based on the study of the parking reformation and development of Xining city, the paper made a thorough analysis of the parking problems, came up with parking management reform and development strategy and put forward the countermeasure of reform and scientific management of parking.Meanwhile,It can be used to maintain environmental traffic, solve the parking problem,reasonably use urban land space and develope sustainably.And,It can also provide the reference for reformation and development of parking managementother of other city.
