As urban traffic problem is increasingly highlighted, it has drawn more and more attentions of government, relevant departments and scholars to modern public bicycle system. Currently, many cities in our country have joined the program of constructing public bicycle system, but encountered problems in actual operating process such as "execution hardship in renting or returning the bike" are bad for the user experience, affecting the normal operation of public bicycle system and restricting its development at the same time. Therefore research on optimizing existing public bicycle-rent system is of great practical guiding significance, which has not caught enough attention of scholars. This study will take the station distribution and allocation optimization as a starting point, analyzing the influence factors and building an optimization model.Firstly, this study analyzes the advantage, characteristic and applicable urban conditions of bicycle traffic, introduces the features of public bicycle definition and the composition of operation system, based on which the functions of public bicycle system are derived from applicable people, service scope, using time and transportation.Then, this research introduces methods of collecting monitoring data of IC card users of public bicycle and preprocessing content. And based on relevant methods found in structural data, this study has done statistic and analysis of characteristic of lend-lease population, lend-lease spots and lend-lease behavior by running cases of the system in order to find out the reasonable value range and change rule of some characteristic indexes. According to the analysis of characteristic indexes, multiple regression analysis of community is carried out in view of analysis of demand allocation of bicycle-lent-and-returned and selection model of demand spot and lend-lease spot.Finally, this study has established selection principles for alternative lend-lease spot, and summarized the main factors influencing lend-lease spot layout and allocation optimizing. An optimization approach is put forward through qualitative analysis of contradictory relationship between lend-lease spot layout and aim and strategy of allocation, setting up a multiple targets optimization model which aims to achieve the least cost of user trip, system construction and system operation. And calculation method of the model is further designed based on theory of fuzzy set membership function. This study realizes project optimization by model calculation steps based on MATLAB in the case of public bicycle system of Zhongshan, and conducts contrastive analysis between original results and optimized results which verifies the feasibility of model algorithm. And it is expected to provide evidence for decision maker to carry out optimization measure.
