In present period,with the further reform of "separation of plant and grid,competitive bidding for sale,the reform of the separation of transmission and distribution". Demand Side Management (DSM) rapidly developed in China in recent years.Time of use (TOU) power price as a basic method of DSM have been used in China for many years. A reasonable TOU power price can cut a peak to fill valley effectively.optimize load curve,improve load rate and other advantages.So a reasonable and accurate TOU power price is a guarantee for the orderly use of electricity.Considering the shortage of TOU power price research.this paper has done the following works:Analyse the relationship between load rate and line loss,then build mathematical model of line loss rate and load rate;analyse the relationship between load rate and transformer load rate,build mathematical model of transformer loss rate and load rate. In the end quantitative analysis variation between the distribution network loss rate and load rate according to actual measurement data.Analyse potential problems when TOU power price used in the electric power market.confirm what principles TOU power price should be followed;build the cost-benefit model of power generation companies,electric companies,powers users,build constraint function of user’s satisfaction;basis on these analysis,confirm 4 different TOU power price,analyse the benefits and benefit-cost ratio of power generation companies、electric companies. power users at 4 different TOU power price.Using FCM method to divide peak and valley,build the index of load change rate,so as to solve attribution of indeterminate problems when using FCM method to divide peak and valley,using index of load change rate to adjust peak and valley time.Analyse how maximum load,minimum load,load rate will changed after using of 4 different TOU power price,then confirm appropriate price for this area.Analyse the influence between power system and TOU power price.Build the model of voltage loss and active power loss.Simulate how voltage loss and active power loss will be changed at different TOU power price.
