All over the world, both domestic and international rail line construction renovation project has a large amount of existing line construction, tight deadlines, multi-line length and other characteristics. In addition, roadbed, bridges, stations, and track improvement works to existing online operations will have an impact, with the construction noise, construction and traffic of the contradictions are more pronounced, to ensure the quality of construction and operational security is always a major difficulty of the line speed transformation, which is also worthy of studying.The article also studies a detailed analysis of the track structure, roadbed construction, bridge construction, tunnel construction and other aspects of engineering, and using the information of the quality’s risk management of Wu Jia line speed transformation to analyse the period, safety, quality, cost, environmental protection and other issues, except that, according to the problems above all, developing the appropriate measures to continuously improve the quality of project, to ensure existing line speed railway reconstruction project implemented effectively.The article has also introduced the development and current situation of the domestic and foreign engineering project quality of risk management, and pointed out the traditional engineering quality risk management problems in this paper, drawed out the construction process of causal feedback loop, therefor, to control the quality of the project, aiming at the formation of effective risk management on the existing line speed transformation and providing a reference value.By studying this article, using the new ideas, new ways to build and improve the risk management system of existing line speed transformation project, analysing a series of questions of the existing line speed transformation from the perspective of systematic, and studying the quality risk has played a positive role from an overall perspective on construction project. It is significant for some project managers to strengthen the construction safety risk identification and grasp those accuratly. So, it is important to control the security risk, and to propose effective risk management approach in the construction, which will minimize the risk of construction from the source. In addition, using the system dynamics approach to analyse and process is a new attempt, which is also a breakthrough, and receiving some results in the actual construction site.
