With the development of national economy and the increase of railway construction projects, the project management load of railway construction is increasing, thus the requirement of construction information management is increasing. So how to use modern technology and methods to manage railway construction projects efficiently has become an important issue that can’t be avoided. For the diversity and uncertainty of the process of the construction project, the traditional project management mode is already inopportune or inappropriate.In the management process of railway construction, here always comes the problem of concurrent projects, which means that there are multiple projects going on at the same time, so we should take account of the implementation of multiple projects and monitor the progress of multiple projects. When we allocate the tasks that come from the management of railway construction, it’s also necessary to consider the situation of the projects and the relationship between different projects, as well as the problem of personnel assignment. Concurrent engineering problems increase the both difficulty and workload of the enterprise management. So how to distribute the tasks come from concurrent engineering and how to manage concurrent projects, is a problem worthy of study. In the process of parallel railway construction project, there always are a series of urgent tasks to be performed, these tasks can be called parallel tasks. The allocation of these tasks can be called parallel tasks allocation for railway construction. The distribution of parallel tasks in railway construction should take characteristics and properties of the project and the task itself as well as some other factors into consideration.Workflow is a business mode built to achieve the integration and automation of business process. The workflow technology can be applied to realize centralized, efficient, standardized and flexible management of the process of railway construction.In this paper, firstly, it studied and analyzed the workflow technology and the present research situation of task allocation, studied the workflow reference model that put forward by WfMC, and then elaborated the system structure of workflow engine based on relational database. Secondly, according to the deficiency of task allocation methods in scalability, usability and flexibility, this paper comprehensively considered a variety of factors which directly affect the task allocation and applied rough set theory, meanwhile combined with the characteristics of railway engineering project management, putting forward a task allocation model based on multi-dimensions evaluation for concurrent projects. Under the premise of considering the actual situation of the project management of railway construction, applied the task allocation model to build the framework of workflow management system supporting parallel tasks distribution for the railway construction. Finally, it realized core functions of the workflow system.
