In recent years, the marine traffic of our country is developing rapidly, the safety of the marine traffic is one of the most important parts of it. The marine traffic system includes the port as an constituent part, hence, research on the safety of port navigation is beneficial for the safety of marine traffic.However, the port navigation is a complex system, includes many factors such as: person, ship, environment, manage and so on. All of the construction of port, the management of ship, the training of person have effect on the safety of port navigation. Therefore, on the basis of current state of safety of port navigation, the port navigation system should be analyzed systematically and the internal interaction of it should be considered to improve the safety of port navigation.In this paper, a systematic and comprehensive research on the safety system of port navigation is carried out to improve the security level of port navigation system.Firstly, all of the impact factors of port navigation security system are selected via reading a large number of literature, then the important factors among them are determined by questionnaire survey and expert suggestion. Secondly, the internal interaction of important impact factors are determined by expert team and current research achievement, therewith, the Hierarchical figure of port navigation security system is obtained and the internal interaction matrix of system is calculated by Interpretative Structural Modeling (ISM) technique. Thirdly, the comprehensive assessment model of port navigation security system is constructed by extension theory and the comprehensive assessment and verification research for an actual port is carried out. At last, based on the results of comprehensive assessment and internal interaction of system, the advice for improving the security of port navigation system is proposed, which has a theoretical significance.
