In the field of Highway Engineering Construction Project in our country, the concept of "Life Cycle cost(Life Cycle Costing, LCC)" has been implemented thoroughly under the backgrounds that outstanding problems are managed, attracting the attention fromall the relevant departments in our country, therefore it brings new opportunities and challenges for LCC calculation. Highway Engineering LCC Calculation Service isprocessing as follows:first, the highway engineering designer puts forward the demand of LCC calculation, and provides corresponding technical parameters and technical model; second,the project construction cost major provides the solution of LCC calculation for designers, using the knowledge of engineering economy and project cost. However, due to the characteristicsof highway engineering, namely uniqueness, complexity, irreversibility andenvironmental unpredictability, every highway engineering design project corresponds to different LCC calculation service path objectively. This leads to a range of problems, including the short of measuring parameters which project cost professionals need in the process of LCC calculation service, the insufficiency of calculation models, the low quality of calculation service, the high cost, the uncertainty of measuring efficiency and other issues.As a result, this paper is based on theview of modularization theory, researching how to optimize the process of LCC of highway project calculation service, exploring how to apply modular path into highway engineering LCC calculation service process to restructure module in order to collect LCC calculation with sufficient technical parametersrequired, andimproving the flexibility of the highway engineering LCC calculationin the service processwith flexible combinations between modules. Such measures will allow project cost professionals efficiently provide designers withLCC calculation serviceof low cost, high quality, and high efficiency. This will then makeshighway engineering LCC calculation service into application in the field of highway engineeringin a large-scale, motivating to solveproblems in highway engineering construction field.In this paper, the main research contents are divided into three aspects.First, under the grounded theory, the 2-dimension demands from the designers and project cost professionals, that is: the demand for LCC calculation service from highway engineering designers, and the requests for the process by project cost professionals in engineering cost LCC calculation services, are analyzed, therefore providing the basic evidence of demands for highway engineering LCC calculation service when the process modules are divided.Second, the process of highway engineering LCC calculation service is divided underthe Modular Approach and Quality Function Deployment(QFD) Method. Modules in the process of different function modules are classified on the basis of the 2-dimensiondemandsfrom the designers and project cost professionals, and the Highway Engineering LCC Calculation Service correspondsrespectively, so that the divided process modules can ensure the project cost professionals to provide a low cost, high quality and high efficiency service in every LCC Calculation, and can ensure the designers tomeet their demands of LCC Calculation.Third, according to the result of Highway Engineering LCC Calculation Module Partition of service process and the theory of Expert System, a model of Expert System for modular LCC Calculation of Highway Construction is created and its system is developed and operated. The research results will provide a feasible way to realize the LCC Calculation Serviceswith low cost, high quality and high efficiency forproject cost professionals.
