"To get rich,build roads first," economic development is inseparable from the construction of roads,especially road facilities.With the continuous enrichment of material and cultural life in China,the economic level has continued to increase steadily,and there are more and more cities and regions connected to expressways.The economic benefits and the role of transportation links have also been enhanced.However,there are some problems that cannot be ignored behind the rapid development of expressways.For example,excessive construction investment and excessive maintenance and repair expenses bring certain pressure to the national finance.Therefore,how to reduce the lifetime cost of highway engineering is urgently needed to be solved.problem.With the development of cost management theory,the whole process cost management model has been difficult to meet the needs of current social development,and is gradually replaced by the life cycle cost management model.At present,the life cycle cost theory has made some progress in China and has gradually been applied in practice.However,how to combine this theory with China’s basic national conditions requires further research.In the construction of highways,it is necessary to change the concept of heavy construction and light operation.It is necessary to strengthen the control of the investment estimation in the early stage of decision-making and the design budget of the design stage,and formulate measures to reduce the project cost in each stage,and carry out the capital investment during the construction period and operation period of the project.The trade-offs make the life cycle cost the lowest.This paper first introduces the background,research purpose and significance of the topic,combs the research literature of life cycle cost management at home and abroad,discusses the research content and main research methods of the article;secondly,the relevant theory and common use of life cycle cost management.The quantitative method is introduced.Thirdly,the idea and method of using the particle swarm neural network model to determine the cost of life cycle are proposed.Fourthly,the control measures of the cost of each stage of the whole life cycle are discussed.Finally,the whole process of Pingzan high speed is discussed.Life cycle cost determination and control have been practiced.
