With the increase of traffic volume, vehicle load and the role of the natural environment, nearly 30 years to build a large number of highway in our country, many highway pavement have varying degrees of aging, need renovation of highway is increasing.However, the state’s financial resources is limited, so a reasonable distribution of need to use these funds, according to the actual situation of each section is different, in time for the appropriate sections of taking the appropriate solutions, so as to achieve the guarantee under the premise of the performance of the provisions of a section of the purpose of reduce maintenance costs to a minimum.And how to reasonably allocate the limited funds premise is suitable for the road maintenance plan, the use of accurate evaluation of the highway pavement performance and accurately predict the remaining service life is to determine the suitable maintenance plan of the research key.Based on this, this paper introduces the theory of life cycle cost analysis, emphatically on the highway pavement performance degradation of evaluation and prediction are studied, and according to the highway pavement performance evaluation and prediction results made the maintenance reinforcement scheme. Specific content is as follows:(1) First of all, summed up on the highway pavement management system research background, significance and current situation of the development of both at home and abroad. Learn the whole life cycle theory, analysis of its cost.(2) To study highway pavement performance evaluation methods both at home and abroad, and analyzes the advantages and disadvantages of various methods. According to the specifications to determine evaluation index at home and abroad. And put forward the use of TOPSIS method and give prominence to the local difference method to evaluate the use of the highway pavement performance, with an engineering example to verify the feasibility of this method. The last show that the method of highway pavement performance evaluation results are accurate. This method is simple, easy to grasp, has a certain practical value.(3) The study of highway pavement performance prediction method at home and abroad, on the basis of this, this article proposed based on markov model and grey correlation theory of combined forecasting.Namely, respectively, using the markov model with grey relation theory to carry on the pavement performance prediction, the combination for its forecasts results.Prediction results conform to the form of degradation, the method is accurate and effective is verified by an example.(4) According to the theory of whole life cycle of the highway pavement maintenance decision optimization problem, the principle of application engineering economic analysis of the pavement maintenance costs and benefits, and the actual situation in our country is established according to the minimum cost model, using genetic algorithm to optimize the scheme. With practical examples prove that the algorithm is effective and feasible.
