The current research of pavement-maintenance mainly emphasized on the evaluation of maintenance effect and the timing choice,usually with the ratio of output and input to evaluate the effectiveness of decision-making.As for the effect of pavement-maintenance,the input can include the fund,effort and time,while output often refers to the pavement conditions,for instance,PCI and IRI.Typically,agencies that spend less input and achieve better output performance tend to be regarded as more efficiency units.However,when multiple input and output factors are involved,the efficiency evaluation can be more complex.This paper selectes the Data Envelopment Analysis(DEA)non-parameter method to analyze the pavement-maintenance effectiveness of National and Provincial Highway of Guangdong Province in “The Twelfth Five-Year-Plan”.Taking into account the effects of controllable and uncontrolled input factors on the effects of different output.such as traffic volume,rainfall and maintenance funds.That more objectively analyzes the efficiency level of current pavement management department in Guangdong Province and evaluates the input utilization and the extent of the output target.And discusses the rationality of the selected road sections,measures and the time based on relative efficiency,for evaluate scientifficly the pavement-maintenance effect the rational maintenance strategy.Firstly,collecting the pavement-maintenance information,such as the traffic volume and the pavement performance test data.establishing the pavement performance model and prediction by means of the nonlinear regression analysis according to various road properties using PAVERTM.Including PCI-age curve model,RQI-age curve model and SRI-age curve model.The results show that the model can well reflect the trend of pavement performance.Besides,selecting the annual expenditure per lane mile,the weighted average daily traffic(AADT)and the annual average precipitation as the input variables.while the output variable include the change in PCI?RQI?SRI and the Pavement Remaining Service Life after maintenance.evaluating on the maintenance technique efficiency and scale efficiency of the pavement maintenance sections using the Directional Distance Function and the Generalized DEA model.In addition,this paper analyzes the reason for the inefficiency or low efficiency of maintenance sections unites and proposes some improvement measures,offer the qualitative guide for the input and output maintenance criteria.At last,taking an efficiency improvement research on the relative maintenance inefficiency sections unites through changing different maintenance measures.analyzing comparatively the relative efficiency of the pavement-maintenance effect in one year,two years and three years.selecting the maintenance measures for inefficiency sections unites based on the relative effective ideas.So as to provide the qualitative basis and references for pavement management departments choosing the maintenance measures and maintenance time.
