Establishment Method And Application Research Of Highway Project Cost Index System

Highway project cost index is an indicator which reflects in a certain period due to price changes in the project of highway project how to influence the project cost management and is an important basis for project cost price adjustment. This paper taked the domestic and foreign research experience for reference, then considerated the current highway project cost management’s actual needs in our country, presented the idea that build the highway project cost index system, and researched composition and application of highway project cost index system.This paper used the index related theory as the starting point, introduced composition and development of the highway project cost, analyzed the concept of highway project cost index and its formation and other related content; the paper researched the collection method and the collection scope of the cost basis data, and proposed uses Statistical Correlation Analysis Method, Grey Correlation Clustering Analysis, and Grubbs Criterion to analysis and process the data, and put forward some views and suggestions to the well-established project cost index database and the management of cost information; Then, the paper elaborated the basic framework of highway project cost index system, and introduced the project cost index system establishment principle and determine the scope of process, and researched the choice of weight and base period, and according to the characteristics of the highway engineering project and the project of the status quo, classified the highway project cost index system, has been clear about the highway project cost index system; the paper studied the establishment method and classic compilation model of highway project cost index, and build up the forecast model on the highway project cost index, and explains how to effectively manage the highway project cost index system.In this paper, case analysis, which is based on Chang-xiang highway, introduced the formation of cost index, from the data source to the statistical analysis of data and the processing of the entire process, and using classical index model to calculate the index of calculation and using grey prediction model to approximate the center of the construction cost index is forecasted, and finally got fixed base index, link index and average index. At last, with Chang-xiang highway communication Taling project as an example, using index formula method is used to adjust the contract price, and analyzed the problems existing in the process of using, and then puts forward the corresponding solutions. Highway construction cost index is verified by case analysis, the preparation methods and applications of the project cost index dynamic settlement is scientific and feasible.
