At present,with the goal of effectively preventing and curbing security incidents,the Ministry of Transport has comprehensively deepened the construction of "safe traffic" for the construction of highway projects,investing in related security costs,and ensuring the sustainable and stable development of safe transportation construction.With regard to the safety costs of highway projects,relevant laws and regulations stipulate that it is 1.5%of the cost of construction projects.However,there are no specific standards for how to allocate this special project cost in a scientific and rational way.Therefore,safety costs must be controlled during the construction phase of a highway project in order to achieve a reasonable allocation.First of all,this paper briefly analyzes the existing problems and research status of security cost management.Based on the insufficiency of traditional security cost control,the security cost is finely controlled from the perspective of modern prevention.Secondly,by analyzing the hazard sources and accident causes of sub-projects and combining input requirements related to safety costs,an investment cost index for safety costs is constructed.The use of correlation analysis method to determine the weighted relevance of various security costs,to optimize the adjustment of the various security costs,and draw the plan for various security costs.Thirdly,invest in the various safety costs according to the plan and carry out the implementation.Through analysing the degree of compliance standards for various safety costs,to establish performance indicators for various safety costs,use fuzzy extension method to evaluate the safety performance of the construction phase and take Respond to supervisory measures to increase the investment performance of various security costs.Grey forecasting the safety trend in the non-construction phase and rationally adjusting various safety costs to improve construction safety.Finally,a case study was conducted to investigate the fine-tuned dynamic control of construction safety costs for highway projects.From the results of the case analysis,the modernized and preventive security cost control system for highway projects constructed in this paper avoids the disadvantages of traditional static security cost control and can effectively,dynamically and reasonably adjust various security costs.The construction unit provides scientific allocation of various safety costs,and is conducive to the government's provision of reasonable reference to the various safety costs of construction projects.
