Study On Planning And Control Of Town And Country Land On Urban Fringe

China’s developed regions have shown the development trend of rural-urban integration in the rapid advance of industrialization and urbanization. Meanwhile, China’s rural-urban relationship has entered a historical period of the Co-ordination and overall development. Urban fringe as the transitional region has both urban and rural characteristics. It is the most sensitive and most complex area and it also has the most frequent changes of land use structure. In the goal of balancing urban and rural development, urban expansion makes the town and country land of urban fringe issues, such as the low land use efficiency, the rapid expansion of non-agricultural land, the large number of illegal land transactions, the serious land ecological environment pollution and so on. Therefore, that how to control town and country land sprawl in the background of urban and rural Co-ordination, and how to guide town and country land use planning of urban fringe into the orderly and controlled road is the focus of this thesis.First of all, this thesis based on the analysis of the use issues of urban fringe land, and further analysis the planning and control problems of the existing planning system on the urban fringe areas of town and country land, and pointed out that the existing planning system is lack of ecological effectiveness and the ideas and methods of the existing planning are lags behind the land market configuration these two problems. And from the three levels of the urban development transformation, the current land system, and the traditional planning and management to analysis the reasons that caused the problems of urban fringe land use and planning and control for town and country land use deeply.Secondly, this thesis make a reach mainly from the four aspects of the intrinsic relationship, spatial relationships, "edge effect" and features, transforming the relationship to analysis the relationship between the development land and non-development land of urban fringe deeply. And on this base, the thesis in-depth excavate elements which affect the control of the orderly development of the urban fringe town and county land use, to extract the natural ecological elements, urban construction elements, administrative elements, technical and economic elements as the basis of the next which is the research of the planning and control method for urban fringe town and country land use.Finally, based on the analysis of the problems of town and country land use, planning and control, relationship between the development land and non-development land, the elements which affect the control, to propose town and country land use planning and control method and countermeasure from the following three aspects:(1) From the view of the total amount of town and country land and the spatial relationships of town and country land to control town and country land totally. (2) Through Analytic Hierarchy Process to build the framework which control the implementation process of urban fringe town and country land transformation. To build the frameworks which control the process of the non-development land transformation and development land transformation. (3) Combined with the control method of the transformation to propose the Management measures about the total amount of town and country land and two-way conversion.
