The site park, a carrier of historical and cultural heritage in cities, has become the fastest growing sector of tourism. It is a dispensable component in historical and cultural heritage in cities, and plays a vital part in the transformation and upgrading in tourism and image promotion of cities. The question of "How to Protect Cultural Legacy with a Harmonious Integration of Ancient and Modern Civilization", in the light of the topic "Creativity and Development", was discussed in the national seminar on innovation and development of site parks in Sichuan Province in 2013. That discussion brought the whole nation to attention. The relevant departments and some scholars have conducted researches in this field and made progresses, but failed to make an extension in theories, design methodologies and engineering practices. The paper intends to conduct a systematic research in theories, design methodologies and engineering practices of site parks, probes into a sustainable pattern of development for historical sites during urbanization, and attempts to put forward suggestions for developing and constructing site parks.With the time changing and a rapid development of cities, the imperial palace in Sishui, which Emperor Kangxi and Qianlong once lived in, has been reserved. However, with the destroyed buildings and the disappeared historical styles and features of the palace, how to reproduce its former glory and present regional culture and traditional cultural spirit, via the modern method of landscape design based on the restoration of the site, is seen as innovation. This paper, by taking the design of the palace site park for example, presents its creative point, its methodology and framework after an analysis of some definitions and classifications. It, then, raises some problems in the present development and explorations, dependent on a study of the status quo of theories at home and abroad from the perspective of relevant conceptions on exploitation and development of site parks. Furthermore, combined with design principles of the palace site park and through further theoretica ement.The paper, with an analysis of basic concepts, design principles and ways of site parks, probes into the methods of restoring historical relics and landscape utilization of site parks, and how to reinforce landscape pattern, protect and utilize the sites landscape, and shape the city landscape with characteristics. It also intends to provide some practical implications on landscape design of palace site parks. Comments and criticisms are to be much appreciated.
