| With the accelerated pace of urbanization, urban space continued to spread to the outer edge of the region, as well as the functions. As the transition zone of urban and rural elements of interaction in urban fringe, then the urban fringe become the most sensitive areas affected by the city spatial expansion, and also become the frontier of the coordinated development of urban and rural social & economic, as well as the integration promotion. However, at the moment, many studies on the urban fringe were focused on its development model, and the research content is relatively small and single, so there is no more perfect mode of urban and rural development. As an important part of the core area of Guanzhong and Tianshui Economic Zone and the important part of the international metropolis of Xi’an city, Jingyang city has a unique advantage and a rare opportunity for development.Based on that, the article take the Xi’an city fringe area-Jingyang city for study, and research on its urban and rural development.In this paper, by combing the relevant literatures from both home and abroad, we first make a detailed elaboration on the features of fringe area around large cities, methods of defining such ranges, along with spatial expansion model, spatial expansion mechanism, and theories about the regional structure of the city fringe, therefore providing a good knowledge bank and solid theoretical support for our study. The main results were as follows:(1) At the same time, we work out a down-to-earth but still original idea for this paper, through a deep thought on problems concerning city fringe, and through a collection of promising research trends. Four general characteristics, namely, location, land use, economy, population and social culture, and four basic characteristics of industry evolution, which are rapid change of industrial structure, fast promotion of agricultural intensification, significant increase of industrial economy, and succession of industrial development, are summarized in this paper, after calculated the industrial structure change index of central Xi’an as well as Jingyang County from 2009 to 2013, and also calculated the economic density index of three counties administrated by Xi’an along with Jingyang County from 2003 to 2013.(2) According to the socioeconomic status of Jingyang County, following problems are believed to exist during the development process of the city fringe around Xi’an: inappropriate connection among different levels of government, immature land use, and imbalance between the environment protection and economic developing.(3) On this basis, considering the overall arrangement of natural resources, land use, industrial distribution, and spatial layout, and the trend of socioeconomic development, we summarize for Xi’an city fringe an urban-rural integrated development mode: ’promote-absorb-complement-merge’. In the end, taking the research on Jingyang County as an example, this paper proposes a bunch of strategies corresponding to the summarized development mode, hoping that the urban and the fringe area of a city could work as one harmonious ensemble, forming an integrated structure within which the two parts cooperate, share advantages, and provide resources, market, and services for each other, thus promoting the merging of urban and fringe areas on economy, society, culture, and ecology, and sustaining a healthy development. |
