Research On Authenticity To The Protection Planning Of Chinese Historic And Cultural Heritage Towns (Villages) In Shanxi Province

Cultural heritages are the treasure which comes from our predecessors, and their protections need the joint efforts and the collaborations of all the human beings. In China, a multi-level protection system has formed with the cultural relic protection institutions, the famous historical and cultural cities and the historic and cultural town (village) in the area of protection of cultural heritages. Heritage authenticity was first applied in the protection and repair of historic monuments. As the expanding of cultural heritage protection scopes, more attentions have been taken in. At the same time, authenticity can be usually found in the laws and regulations, and the connotation and denotation are expanding all the time. The protections on the ancient towns are so late in China, so they often face a variety of threats and damages. How to protect and pass on information within historic and cultural town (village) is very important. Therefore, the application of the authenticity on the protection planning has been proposed.The research has been done mainly on the disciplines of the heritage protection and the urban planning. Based on the domestic in the historic and cultural town (village) and the heritage authenticity, it is clear that the authenticity is dynamic, diverse and relative. According to the laws and regulations in our country, the research scope is identified in the paper. In addition, the authenticity constituent elements have been divided into three major types, the material elements, the non-material elements and the protective measures, which consist of 10 levels and 30 indicators. Then let the experts make the scores to constructing the evaluation system of heritage authenticity. At last, the Chenlu town, the Phoenix town, the Dangjia village and the Baishe village are been researched empirically in order to make the evaluation of the authenticity, Chenlu town, the Phoenix town are three class, Dang as Class two, Baishe village into four categories, then make the analysis of the problems existing in its authenticity protection. Describes the main protection content of planning include 1) status assessment,2) protection division,3) protective measures,4) infrastructure,5) the implementation of safeguards, the planning of historic and cultural town (village) should optimize above aspects.
