China is an earthquake-prone country. Earthquake severely damages seismic zone road infrastructure. The primary task of post-disaster restoration and reconstruction is restore transportation infrastructure. Post-earthquake reconstruction work, not only faces with the large-scale of reconstruction, the complex of construction environment, the high difficuties of technology, but also face issues such as the shortage of construction funds. Reasonable and effective reconstrucion project cost control is for effectively improving the utilization of funds. Reliable valuation basis is the foundation of effective control for project cost. So this paper analyzes the non-adaptivity of valuation basis during the process of post-earthquake recovery and reconstruction. This analysis has important practical significance.First, this paper overviews related concepts of project valuation basis, brings case-based reasoning theory into the field of project cost and provides a theoretical basis for project quota.Second, through the research of Wenchuan earthquake damage and contrastive analysis of post-disaster recovery reconstruction project and normal construction project, this paper summs up relevant technical and economic characteristics of post-earthquake restoration and reconstruction project. Through the analysis the non-adaptivity of valuation basis during the process of post-earthquake recovery and reconstruction, this paper summs up the solution and specific processing measures of post-earthquake highway restoration and reconstruction and the solution of non-adaptive project quota.Third, this paper analyses the main problems of project quota:current quota technology is lagging behind for long-time and is not adaptable to the practical needs.Forth, this paper analyses the practicality of case-based reasoning methods in the compile of project quota and establishes labor metarial and machine consumption model which is based on case -based reasoning theory.Finally, with tunnel 2A class crack fill hang reinforcement during Duwen highway recovery and reconstruction project as an example, this paper compares the budgetary quotas based on the case reasoning methods and traditional technology and measurement. Conclusion shows case-based reasoning theory is feasible and provides an effective way to the compile of post-earthquake highway recovery and reconstruction valuation basis.
