The railway is an important national infrastructure and railway traffic dispatching is the command center of daily railway transport organization. With the continuous progress of our country’s reform of railway freight transport, the demands of railway transportation dispatching informatization continuously increase. The existing transportation dispatching system is developed based on an independent dispatch console, which exists issues such as the day shift plan is drew dispersed, the accuracy of train operation plan is poor, the train arrival information is incomplete and multi-junction of the system. These issues can not meet the requirements of dispatching and reform of freight transport. Aiming at the existing problem, the paper focuses on building train operation dispatching and commanding system based on dynamic information integration, which can improve coordination among the dispatch console and increase the conversion of the day shift plan.The paper based on dynamic information integration to make rational use of transportation resources and to build a unified dispatch system, in which all kinds of day shift plan can be drew. First, this paper describes the basic division of dispatch console in freight transport, analyzes the existing problem, and proposes the idea of the dynamic information integration platform and the dispatching system. It also describes the connection of the information integration platform and the system, and analyzes the demands of dynamic information and function respectively. Then, it defines the China railway corporation and railway administration’s dispatching system function, and elaborates the detail function of each subsystem. After that, according to the system functional specifications, the paper sorts the dispatching system information flow, builds logical architecture for each subsystem. It also designs data architecture, provide basis for system development and design. Finally, according to the demands of dynamic information and logical architecture of the system, the paper constructs the technical solution of dynamic information integration platform, designing the platform’s application system functions. Integration information resources of existing TDMS, TDCS/CTC, freight ticket system, consist information system, ATIS, FMOS and station system. Making trains, locomotives, vehicles, freights and other entities related, the paper uses Microsoft Access to build a relational database system.
