High-speed railway is a powerful engine for the rapid development of the society and economy. It shortened the temporal and spatial distance between the different areas. Since the high-speed railway is usually designed to meet the standard of long-term traffic, from the travel arrangements perspective of the present and sometime in the future, the volume and the grid density is smaller. The high-speed railway traction substation designed in long-term standard has a common phenomenon in low coefficient of utilization, in which the main transformer is particularly evident. If it is possible to improve the coefficient of utilization of the traction transformer, it not only can save great costs for the railway transport sector, but also can optimize the allocation of power resources, which brings the state more economic benefits.In this paper, the electricity costs in the transportation process charged from railway sector has been taken as a starting point. It introduced the two-part electricity price for traction substation implemented by power supply enterprise, and discussed the two pricing and valuation ways (collected by fixed-capacity of transformer, collected by the maximum demand) of the basic price, which is a component of the two-part electricity price, and compare the difference of the two. It analyzed the applicable circumstance of the economy under different load conditions in two ways. It focused on the contract value setting for the maximum demand, and discussed the measuring method of the actual maximum demand in the process of transportation. At the same time, Beijing-Shanghai High Speed Railway and the Shanghai-Nanjing Intercity High Speed Rail have been taken for typical examples. Both of the fixed-capacity and maximum demand electricity tariffs were calculated and compared according to different load process of the traction substation.In this paper, reducing the installed capacity of main transformer in traction substation to save electricity costs has been taken as the end result. Firstly, it established the temperature and life loss model for the traction transformer, followed by taking the capacity configuration of transformer as the control variable, through full using even ahead using of the transformer life, adopting the transformer replacement cost displaces the electricity costs, and ultimately achieve the purpose of economical operation of traction substation. The entire inquiring process continue taking the Beijing-Shanghai and Shanghai-Nanjing high-speed railway traction substation as the researching object, and the calculation results of the traction power supply used in the design and engineering were compared to verify the feasibility of life lost model. Finally analyzed the economic efficiency of the optimized capacity configurations for traction transformer.
