Regulation of ships is an important responsibility of Maritime Bureau. Originally, the inspection of ship was through on-site inspection and the visa of entering or leaving harbor. The reform of the administrative examination and approval must be accelerated was proposed on the Third Plenary Session of the 18 th Central Committee of the Communist Party of China. From the point of view of promoting the shipping industry’s development, using informatization, intelligentialize and electronization to promote the supervision of maritime authorities is necessary. While at this stage, the supervision of maritime authorities still at the stage of non-information, there are many problems, such as inefficiencies, duplication of work, and so on. In order to improve the efficiency of maritime safety regulation and service levels, the remote electronic monitoring system was proposed.After extracting the experience from other fields of marine system, the oversight processes of traditional business was analysed, a remote electronic monitoring system was designed. Maritime Mobile Communications Business Code(MMSI code) was used as unique name authenticating user identity when ship-owner login in the system. RF technology was used to develop marine electronic visa application and visa approval module. An image recognition system was used to solve the illegal phenomenon of seaman insufficient, fake certificates, and other illegal behaviors. At wharf data collection terminals, the message about ship, crew and cargo would be submitted into the system automatically by the technology of Win Forms. After that, the data would be transferred to the management platform of marine business through a dedicated network terminal. The electronic monitoring and marine-related administrative approval module were developed by the technologies of Web Services and Asp. Net Ajax. Shipping fees could be remote paid, if electronic payment technology was used, and finally the system features were tested on real ship and software.The system enables users to take advantage of internet to make the dynamic information of ships be submitted automatically and shipping fees could be remote paid. Maritime staff could solve remotely visa approval in the office network, which reduced the workload, the input cost of manpower and material. The system is consistent with the tenet of “Mark management, No disturb service”.
