In this paper, the theory of the Seal is put forward aimed at the existing problems in Beijing county road, which is a cheap and much more maturity technology of the pavement structure.There are many advantages in the Seal such as short time limit for construction, energy conservation and environment protection, good comprehensive benefits. The technology used to county road can bring lots of benefits, obviously improvement road performance and clearly prolong road life.Based on the problem during the use of the Seal and previously construction example, the paper analyzes and summarizes the materials choice, the mixture technical indicators, gradation mill design, technical requirements of construction machinery, construction technology, quality control in construction, ect. Which brings the technology guide for the Seal construction.In this paper, the result of research is practical and pertinent. This not only provides a meaningful guide for speeding up the construction of county road infrastructure and the actual work, but also can serve as the other region and the national county road surface structure reference. It has realistic signification and applying value for the full use of local road construction resource, the save of engineering and maintenance expenses, the improvement of quality of road surface design and usage and the prolongation of the service life of road surface.
