The contradiction between the supply and demand of water is obvious, the concentrated population and high-speed economic development resulted in the demand for more water in plain area, Thus the benefit of floodwater is more prominent as a kind of available water resources. From the view of international variability, the paper studied the utilization law of floodwater in rivers’ converge section in plain and established the system of floodwater utilization measures in typical area. Using the actual floodwater material, the benefit of the floodwater utilization was quantified and analyzed for the tributary subsystem, and the actual utilizable floodwater resources were calculated by setting sluices along the river. The countermeasures of the floodwater utilization in Taoerhe were put forward. The details are as follows:(1)Research on the law of regional floodwater utilizationTaking the middle and lower region in Taoerhe river basin as an example, on the basis of analysis on the interannual change law of annual runoffs, the conclusion was draw that the floodwater of the area could be used and received the floodwater utilization law, which is different time scales of cycle can be used to guide the application of flood resources in different stages. The large time scale of cycle can be used to guide the adjustment of industry and water structure while middle and small time scales of cycle can be used to guide the allocation of flood resources among years, the prediction function of wavelet analysis can also provide a background for the medium and long term forecast which is important for the formulation of floodwater utilization plan.(2) Quantitative analysis of floodwater utilization benefitThe floodwater utilization can bring certain benefits which is close with the amount of flood resources. Using the actual floodwater utilization data from 2003 to 2008 and based on benefit index system build after identification, the floodwater utilization benefit is analyzed by the variable fuzzy model using the analytic hierarchy process (AHP) to determine the weights of indexes. Result shows that the relationship between the quantity of floodwater and its corresponding utilization benefits is positively related and that the benefit has a cumulative effect.(3) Study on actual available quantity of floodwater resources and Countermeasures of floodwater utilization in Taoerhe riverBy using the flood routing algorithm and setting sluices, the flood resources of different frequency can be obtained by checking the overflow capacity of the gate. In view of the complexity of the utilization in plain rivers area, the real-time simulation should be used to simulate the variation of water level and discharge under different using conditions to guide the engineering construction to draw water and storage water. Besides, laws and regulations should be made to promote the implementation of floodwater utilization.
