The Improvement Of The Master Planning Of Small Towns Under "aMulti Compliance"

In recent years, with the rapid development of our economy, in order to strengthen macro-control, the various departments, various industries introduced a variety of programming.According to incomplete statistics, there are as many as 200 China’s current plannings. Because the plannings are from different departments, convergence is not in place, multi management is Appearred, many problems appear, such as:the planning approval, the project difficult landing, problems of layout and the project uniform and so on. Especially some cities of developed economy, population density, facing the tension of man -land relationship, has an urgent need to strengthen the management and overall planning. However, due to technical standards of multiple planning are not unified, planning basis and time limit are not uniform, "compliance" positioning under the current system is fuzzy, there are many obstacles of the "compliance" and there are so many actual development problems. At present, "compliance" has become a hot topic in the domestic discussion.The article selecting Dadian town Junan county as a case, starting from the small town perspective, discusses the scale of construction land and space layout planning, population prediction, town space control, important facilities planning, the differences of technology platform and other aspects.Through the analysis of the related data and the relevant planning, the article nalysises the problems of the small town master planning, find out the causes of the problems, and put forward suggestions for improvement,in order to provide reference for the planning of Dadian town and other small towns,and reach the better implementation of "a multi compliance" vision.The main research contents are as follows:First of all, this paper on the based of "a multi compliance" progress and practice progress, absorbs the research methods, their theories and experiences, understands the research deficiency and defect.Secondly, the paper analysises the contents and the relevant provisions of "multi pannings ",tease out the relevance and differences in overall planning of small cities and towns,combining the Dadian town Junan County,determine the research content system.Thirdly, analyzes the main problems existing in Junan Dadian planning and reasons. The main problems of the construction land scale and the spatial layout are the differences of land scale, the differences of spatial distribution, the differences of community choice and the scale, the contradiction of the construction land and basic farmland; the main problems of the planning of population prediction are:large differences in diameter and the prediction results of three prediction methods; the main problems of the domain space control are:different types of zoning, and the same partition types have different meanings; the main problems of the important facilities are:there are differences in the number and location of the facilities; the main problems of the technich platform are:the planning scope,the planning period, land use classification standard, basic data and drawings and so on.Finally, put forward suggestions for improvement. The scale of construction land and space distribution:the adjustment of land per capita compression standard,the Compression of the scale of construction land, control line delineated; the prediction of population:planning to determine the reasonable population forecast caliber and basic data sources, a unified prediction method and predictive value; the important facilities:unified predictive value and the facility location and quantity; the aspects of town domain space control:adopt the same standard, unified delimit the partition type and scope; the technological platform:unified planning, the planning period, the scope of land use classification standard, basic data, based drawings and so on.
