Rationality Evaluation On Public Service Facilities Land Planning Of The Small Towns In Hunan Province

At present,Hunan Province urbanization has entered the new stage of urbanization.In National new urbanization plan(2014-2020),it was clearly stated that we must promote the coordinated development of big,medium,small cities and small towns,optimize the structure of urban scale and focus on the development of small cities and towns.In order to make our towns become the high quality place to live in,it was also stressed that the innovations of new urbanization is to change from the past one-sided emphasis on the pursuit of the expansion of the city and spatial expansion to enhance urban culture and public service quality as the center.Therefore,in the new development stage of urbanization in Hunan Province,it is an important direction of development to focus on accelerating construction of small towns.At the same time,how to enhance the quality of construction of small towns and make the imperfect and irrational public service facilities no longer be a bottleneck in the development of small towns is also the core issues of construction of Small Towns.With the small towns in Hunan Province as the broad research object,this paper selects the representative samples of small towns and focuses on the in-depth rationality evaluation of its public service facilities land planning.Before the construction of evaluation system of small towns public service facilities land planning,firstly,this paper studies the relevant theoretical in domestic and foreign literature about configuration and evaluation of public service facilities,summarizes existing problems and research trends and introduces GIS spatial analysis techniques for qualitative and quantitative analysis by learning from their experience.Secondly,in order to clarify the priorities of land use planning evaluation,this paper systematically analyzes the current situation,planning and construction trends of public service facilities land of the small towns in Hunan Province,and the main methods and planning scheme feedback of evaluation of public service facilities land planning In the current Regulatory Detailed Planning.Thirdly,this paper constructs the evaluation system from the given class,quantitative and location in three aspects.Evaluation of the given class refers to the evaluation on configuration of public service facilities land type.Quantitative evaluation refers to the evaluation on the size of the public service facilities land.Location evaluation refers to the evaluation on spatial layout and site selection of the public service facilities land.In the given class,quantitative and location evaluation,there are seven indicators.Evaluation of the given class includes indicator of land type configuration sophistication.Quantitative evaluation includes indicator of degree of supply and demand balance and service radius validity.Location evaluation includes indicator of service area coincidence degree,accessibility,road traffic adaptability and relevance of surrounding land.Finally,this paper deals with various types of data in public service facilities land planning of the small towns in Hunan Province by GIS and draws thematic chart of evaluation indicators to evaluate rationality of public service facilities land planning of the small towns in Hunan Province based on the evaluation system which has been constructed.According to the evaluation result,this article summarizes the current common problems in public service facilities land planning of the small towns in Hunan Province and proposes optimization suggestions.Through the discussion of public service facilities land planning rationality,this paper expects to provide theoretical guidance and reference in promoting a balance between supply and demand in the use of public services resources of the small towns in Hunan Province,reducing possible inequalities in the first allocation of public resources of the small towns in Hunan Province and narrowing the gap between the public service system of the small towns and cities in Hunan Province.
