In order to adapt to the rapid development of economic construction, the expanding and rebuilding capability of exiting railway grows larger and larger while the construction of new railway line continues to expand. Since the construction of existing railway has it’s own characters, such as strict request for working hours, a fairly large number of interfering factors, good co-operation with other departments and so on. Therefore, the safety management has always been a problem in the project management of expanding and rebuilding capability of exiting railway. Establishing a systematic and comprehensive index system of safety evaluation,electing appreciate methods to evaluate the safety condition of construction in expanding and rebuilding capability of the existing railway, which can guild the safety management of construction and bring down the accident rate and loss during the process of construction, which has been considered an urgent problem to be resolved.The most commonly used method of safety evaluation is the “check list method ” in the construction of railway recently, which is based on one’s experience. The virtue of the method includes its simplicity and practicability, but it is also subjective. Therefore, it lacks validity and it can not show us an overall view of the project safety.In order to solve the problem, the thesis analyses the construction safety evaluation in expanding and rebuilding capability of the existing railway with a new method based on unascertained measure. Firstly, the systematic analysis and research on the main hazards and harmful factors during the construction of expanding and rebuilding capability of existing railway is carried out. To improve the identifiable capability of hazardous or harmful factors, Fuzzy Fault Tree Method is established in the quantitative analysis. Secondly, based on the analysis of construction safety evaluation in expanding and rebuilding capability of the existing railway, the index system of safety evaluation is established in the thesis. Then, the method and implementing steps of safety evaluation are introduced. The weight of evaluating indicators is confirmed by using the Analytical Hierarchy Process. Meanwhile, unascertained measure is also used in safety evaluation. Finally, the thesis offers an example of safety evaluation, and it testifies the effectiveness of the method and the index system of safety evaluation.
