Under the background of rapid development of economy and society, the higher education in China has achieved a rapid development. Adapting to the new situation, satisfied with the development need of society and school-running, colleges and universities must expand its space, improve its condition and promote its quality. Therefore, the increase of infrastructure projects has become imperative. The infrastructure management mode of colleges and universities in our country is comparatively backward, the understanding of project cost control generally remain in the cost budget and static control. Due to the lack of scientific management methods and professional talents, the infrastructure cost control in colleges and universities can not reach the anticipated goals sometimes. It also exists three-excess phenomenon of estimation outrunning estimation, budget outrunning budget estimation and final accounts outrunning budget, which wastes capital investment and seriously influences the input-output efficiency.With the constant innovation and development of modern project management theory, as well as practitioner’s continually improvement of the level of practice and summary, people begin to realize that the current cost management method, which is generally used in building industry in our country, has large limitation. Aiming at the problems appeared in the process of project cost management, people also realized that we are lack of effective control measures. Earned value analysis method is one of most effective and advanced application tool in modern project management. By quantitative management of three basic indicators, two different values and two index value, this method monitors the cost deviation, cost performance and schedule performance, and accurately analysis the degree of target implementation in project. It can help the project managers to timely find out the problems and its cause, which appeared in the process of project cost management, so as to implement effective interfere control. Using the earned value analysis method can play a good promoting role in cost management of infrastructure project in colleges and universities.Based on the cost management of infrastructure project in colleges and universities, setting the scientific cost control theory as the theory basis, and taking engineering project example in a certain university as the research object, this paper makes a detailed study on cost management and control of infrastructure project in colleges and universities, and brings out some feasible suggestions.
