Project management is the course to achieve project goals,using integrated theory and experience to carry out various control activities.In the specific target management,it mainly refers to three kinds of target control: the cost,schedule and quality control,and cost and schedule are the main control targets among three targets.The quality target is difficult to quantity,so it is out of the monitoring system as the prerequisite of the project.Earned value method(EVM)as an integrated control of important project management tool,can take the cost-schedule integrated control,so as to achieve the goal of effective control.However,founded in the application of the earned value method,there are various problems.The traditional earned value method can not distinguish the critical path,and fail to give a project specific implementation plans as well.Aiming at the problems of traditional earned value method,the Second-level EVM is put forward combining with PERT technology.It handles critical path and non-critical path activity differently;and considers the total deviation caused by different processes of positive and negative deviation offset,so as to improve the traditional earned value method in the evaluation of a large project.In actual engineering projects,we take the project of Beijing subway line sixteen as the research object.Use the application of the Second—level EVM for the project to take cost–schedule integrated control,and then test its effectiveness;at the same time,the reasons which from the cost management and schedule control of cost and schedule variance are analyzed,and suggestions are given too.Description based on the EVM to the study of cost-schedule makes project managers not only to understand the progress of the whole project but also can clearly understand the subproject implementation,and it helps project managers to make more accurate decisions.
