High voltage circuit breaker is essential for power equipment in power systems, accurately opening circuit and protecting circuit are closely related to its basic features. However, the characteristic parameters of the circuit breaker and changing external environment index affect its normal operation, and abnormal action will cause a great loss to the power supply system. For most of the operation of the high voltage circuit breaker is using regular inspection or doing routine maintenance, blind inspection or maintenance can cause a lot of waste of human and material, as a result, Passive improving cannot satisfy the requirement of electric power industry development in our country. Therefore, the lowest energy consumption and timely maintenance of high voltage circuit breaker is the only way to improve the quality of power supply.This paper introduces the existing fuzzy evaluation system and a new evaluation model is built. First, the model includes the current signal parameters, voltage signal parameters, temperature signal parameters, vacuum signal acquisition circuit parameters and corresponding signal processing circuit. Secondly, through the application of the single-chip microcomputer, various test parameters are treated in these circuits. Finally, a reliable assessment is made by disturbing fuzzy evaluation model.In order to make a comprehensive evaluation to the circuit breaker, all the evaluation factors must be considered for the evaluation algorithm, such as basic situation, mechanism and operating mechanism of ontology; secondly, the weight of evaluation factors can be calculate by applying the addition synthesis; at last, a complete evaluation system is made by disturbing fuzzy theory. Membership is solved in fuzzy theory by application complementary characteristics of the triangle and trapezoid, and slope of the line is determined in distribution by expertise and power sector standards, thereby fuzzy membership function table is established. When solving the actual evaluation set, the found about the circuit breaker is brought into the conversion function, converted result is brought into the membership function, and the final evaluation matrix can be obtained by the normalization process. When the weight of evaluation factors and the corresponding assessment matrix are known, disturbance is joined for Measured known values, and disturbing fuzzy algorithm is introduced, the size of the disturbance can be added according to the actual situation. Disturbance was added in the one-dimensional data, which made one dimension fuzzy evaluation system is converted into two-dimensional fuzzy evaluation system, at the same time, in the process of two-dimensional fuzzy evaluation System, evaluation principle is that two Numbers multiplied, whichever is less, or else take the more. Finally, the disturbance fuzzy comprehensive evaluation model has been shown which have a higher value in the evaluation of high-voltage vacuum circuit breaker.
