Electric power communication network is an important part of power system,its reliability is directly related to the security and stability of power system operation. With the development of smart grid,the power system has a high level of real-time,reliability,and security requirements for communication business.Communication network reliability has been the focus of recent research in the field of communication engineering, in recent years,many achievements have been gained in this field. However,In the present research,research on the reliability of communication network faces many challenges still in the conceptual research, method of research information uncertainty problems. The reliability of the electric power communications network fully draw lessons from the research of public communication network reliability. At the same time,considering the particularity of electric power communication network in the type of business,network structure and operation management,combined with the actual power system reliability research,put forward measures in line with the characteristics of electric power communication network operation and management.According to the actual power system operation,this paper analyzes the business of electric power system,from the three aspects of the real-time performance,reliability and security evaluating the importance of business. Compared the two basic concept of reliability and availability. Beacuse the electric power communication network is a maintainable dynamic system,so used availability as measure of reliability of the research in this paper. In many parts of the study, reliability and availability of two terms is interoperability. Using the "top-down"method analysed tthe business of electric power communication network.According to the business availability analysis process,mainly make a reliability analysis of the business for SDH optical transmission network.on the basis of the analysis of the reliability of the optical transmission communication business demand,make an Analysis of factors influencing on the reliability of electric power communication network.PDCA cycle is put forward used for electric power communication network reliability engineering research.Fuzzy analytic hierarchy process (FAHP) is proposed as a reliability evaluation method.
