With the rapid development of our economy, the electric power industry is a cornerstone of all walks of life demand have been ahead of the development. The state-owned and private capital have entered the field of power generation, owing to rapid development, many power project site problems, out of line problems, problems of the power grid to accept, supply of fuel, technical scheme selection, the economic benefits of the project, environmental protection and other issues problems at the early stage of project evaluation process did not cause enough attention, cause the project can not be through the national examination and approval, the project has been completed also have such as fuel supply limited, load limited, in successive years of losses and other problems, even more because of environmental impact problems caused by mass incidents. Before starting construction in power generation projects, to the maximum extent to avoid the subjective decision, evaluation is not comprehensive, blind construction caused by the loss and adverse consequences, on all aspects of the project a must be fully demonstrated, research and evaluation.This paper first introduces the project evaluation theory origin and development of the basic situation, the basic procedures of carry out pre project evaluation, as well as the basic research methods to carry out the preparatory work for the project, lay the theoretical foundation of pre project evaluation for this project.Then according to the theory, from a period of HSFD 2×1000MW supercritical power generation project where the grid load demand forecast to, through the analysis of the current situation, regional power grid load growth, the establishment of power demand balance, demonstrates the necessity of the power project and role in the power grid; on the basis of the transportation advantages, cited scientific argument the site selection of water, ash field, hydrology and meteorology, fuel supply and other external conditions; illustrate the technical feasibility and security of the power project from the project technical proposal and equipment selection and other aspects; and the calculation of power project investment estimation, operating income, operating costs and other financial data, demonstrates the economic rationality of project the evaluation of environmental protection; and according to the new requirements, this thesis draws the conclusion and suggestion to the project.
