Research On The Influence And Countermeasure Of Sea Fog In Qingdao Port Navigation Safety And Efficiency

In recent years, Qingdao Port rapid development, the port throughput continues to rise, the number of ships to the port and the trend of large-scale are rising, but the navigable environment has not been improved obviously, brought great pressure to navigation safety.On the other hand, as global warming, sea fog of Qingdao Port is more and more serious, has become the main factors influencing the Qingdao Port navigation safety. Maritime administration adopted the way of sailing prohibition or sailing restriction to cope with the sea fog attacks, which effectively reduced the vessel traffic accidents in the fog, but at the same time, brought huge losses to the port’s production and economy.Based on a large number of survey data, this paper analyzes the problems existing in the Qingdao Port navigation environment, and the characteristics and rules of traffic accidents over the years, it is concluded that sea fog brings huge impact to navigation security in Qingdao Port. From another side, this paper also analyzed the influence to the port economy and the impact of shipping enterprises’development with sailing prohibition/restriction because of the sea fog.On this basis, from the perspective of ship navigation in fog and Marine supervision, puts forward some countermeasures to ensure the safety of navigation under the conditions of restricted visibility, as well as scientific strategy of vessel traffic, maximum balance between safety and economic benefits, and Strive to achieve win-win situation.
