In recent years due to the rapid development of shipping industry, the number of ships in port of Qingdao is increasing, and also the number of anchored in Qingdao anchorage, the anchorage is becoming more and more crowded. In order to insure the safety of anchored vessels, especially in the bad weather situation, to prevent the ship from collision and grounding due to dragging anchor, in this paper many influence factors for anchor safety are screening, through the questionnaire and the use of AHP to analyze the weight of various factors, finally use fuzzy comprehensive evaluation method to and evaluate the risk grade of anchor ships in strong wind.In this paper, by analyzing the chain length of statistics for anchored ships of different types, different size, combined with mathematical model to determine the chain length and distance of anchored ship, established chain length of anchored ship in the reference standard under different wind scale, establish the mathematical model to analyze the safety of anchored ship under strong wind, to determine the chain length and different warning grade of anchored ship in different wind scale, Based on this,finally established anchored ship evaluation system under strong wind of Qingdao port anchorage, for reference,this system is important for anchored safety of ships in the anchorage of Qingdao port, meanwhile further strengthen the maritime meteorological security service, use the latest research results of meteorological science effectively, this system provide a scientific basis and reference for The Maritime Department vessel traffic service to insure the safety of anchor ships under strong wind.
