With the high development of global economic integration, trade liberalization and modern science and technology, international transportation industry, especially shipping industry has undergone tremendous changes. With the rapid development of maritime economy, the quantities of the ships that pass in and out of Qingdao port have increased dramatically and ships'large-scale trend is remarkable. Which cause the density of the ships in the fairway increases, traffic safety risk increases rapidly, therefore the maritime traffic accidents are also increasing in proportion.Navigation safety and efficiency are the two main subjects of marine traffic engineering. Even though specialists and scholars have made a number of researches on water navigation safety for a long time, while they have no in-depth researches on navigation efficiency studies. Recent years, with the development of transportation industry in our country, some parts of the vessel traffic waters become more and more crowded, on the basis of ensuring safe navigation to a certain level, how to effectively improve the efficiency of vessel traffic has become one of the most important issues that run in front of many scholars.Navigable waters of Qingdao port are complex, and there are numbers of tankers in port, plus roroes and ferries navigate across the main fairways of the main port and Huangdao port, in addition, there are lots of shallow points such as horseshoe reef, therefore it is essential to have a complete scientific research and analysis on the navigational environment of Qingdao Port. This thesis first discusses the characteristics of navigational environment in Qingdao Port waters, then analyses recent situation of traffic safety, thereby establish navigational safety evaluation index system of Qingdao Port waters, and by making use of AHP, get the evaluation indexes on the size of the navigational influence. Establish navigational safety fuzzy comprehensive evaluation model of Qingdao port, by using of fuzzy comprehensive evaluation method to evaluate the safety of navigational environment of Qingdao port waters, and finally determine the security level of Qingdao navigational environment, and put forward the measures for improving navigational environment. Not only provide scientific and reasonable basis for decision-making in improving the navigational safety and efficiency of Qingdao Port for the maritime sector, but also enrich research system of the maritime traffic engineering field, make up the shortage of evaluation methods of maritime navigational safety and efficiency, which has certain theoretical meaning and realistic significance.
