The supervision system of agent-construction project invested by government (ACPIG) in nature is a systematic networked temporary contracted organization which is usually made up of a series of stakeholders. It is paramount to investigate the ACPIG supervision system from a systematic and integrated perspective.This dissertation starts with the analysis of the network organization structure of the ACPIG supervision system. Firstly, it defines and classifies the stakeholders in the ACPIG supervision system by following the theories of stakeholders, and makes a qualitative analysis on the interest and supervision strategies of different stakeholders. Using social network analysis, the ACPIG supervision system is conceptualized as a multi-dimensional supervision network composed of contractual relations, progress supervision relations, quality supervision relations, and financial supervision relations. Through calculating the supervision network feature indicators, the quantitative analysis of network organization structure of the ACPIG supervision system is achieved. Then, from the perspective of incentive and constraint mechanism, profitable and non-profitable organizations as the key node of supervision network are examined. Finally, the study explores the basic thoughts, steps and methods for measuring the organization performance of the ACPIG supervision system and highlights the importance of promoting the measurement. The whole study complies with the idea of network organization, and incentive balance, and follows a systematic, structured, and networked view of the world.The main new findings of the study are as follows:(1) By employing the qualitative and quantitative methods in the discipline of sociology, this study develops the diagram of stakeholders in the ACPIG supervision system in a multi-dimensional supervision network. The study also calculates and analyzes the structural feature indicators of supervision network, and can provide evidences for policy formulation on the ACPIG supervision system.(2) Based on the theory of institutional economics, the multi-task principal-agent model in progress, quality and investment between the principal and agent-construction firms, the reputation model between the supervisor and the supervisees, and the common agency model among career agent-construction enterprises, project clients, and the government are established. From the two aspects of the balance of incentive cost under different nodes of supervision network and the efforts of the same supervised object under different supervision objectives, the concept of incentive balance coefficient based on supervision network is given.(3) The paper presents a method of comprehensively using social network analysis, the balanced scorecard, and key performance indicators to execute the organization performance evaluation, combined network organization structure characteristics of the supervision system with its overall performance level of the supervision system, and laid a firm foundation for overall performance evaluation of the supervision system of government agent-construction project.
