A Research On The Social Performance Of Master Urban Plan Implementation Evaluation

Urban space is the material support of social and economic development, closely related to the residents lives. It has social, economic, ecological and other multiple attributes, which interacted and mutual restricted.With the changes in the performance of urban space development, social, economic, ecological and other multiple attributes will change in different degrees.Assessment study began in the early 20th century, in the 1980s, European and American countries formally applied to the field of urban planning. Urban planning assessment in China started late, beginning from master planning. Since the beginning of the 21st century, there are a growing part of the cities to try to carry out the assessment of urban planning. The practice is usually to assess the current master planning for the further modification or giving reference to revision. It has been cleared that implementation of the mater planning assessment enjoy the legal rights in Town and Country Planning Act issued in 2008 and Assessment Of The Implementation Of Master Planning (Trial).Since then, many domestic cities began to carry out mater planning more frequently, leading to useful attempts in assessment methods, techniques and evaluation mechanism.At present, the mater planning assessment in domestic cities only have three evaluation criteria:the assessment of spatial development patterns, the direction of spatial development, and planning objectives. The thesis introduced "social performance" concept in the original framework, aimed at further improving the evaluation system, providing scientific reference to urban space development strategy, and giving reference to revision of master plan. Currently, the influence of implementation of the master plan on social impact and people’s living standards, focused on education, health, housing and ancillary facilities. Based on this, the thesis built performance evaluation system of social space development on three aspects, "targets degree", "Space Match", and "public satisfaction".Firstly, the use of SPSS Technical indicators to assess the quantification of the planning, the assessment of the status of the indicators to assess the value of the planned target value of the degree of implementation of the assessment carried out;Secondly, we conduct a research on the matching degree between public facilities and residential land by the use of GIS, to determine gap between results of the implementation in the assessment year and the goals set in master plan, whether is short or long. Thirdly,Thirdly, it is planning public satisfaction assessment year of adjuvant judgment, embody the "people-oriented" planning concept. Using AHP and Delphi method to determine the index weight, development of assessment criteria and score calculation method, the use of comprehensive evaluation model on the "three degrees" conduct a comprehensive analysis to assess the merits of the development of urban space social performance.
