However, due to the objective stageof development of our country, the studying of assessment of the implementation of theplanning is very late, and the research is pool, theoretical study is seriously lagging behindin the assessment of practical work. Based on this background, the paper selects theimplementation assessment of urban master plan as the research topic in order to enrichthe theory of implementation assessment for our country and be better to guide thepractical implementation assessment of planning.First, take the metheod of literature analysis to study the research of implementationassessment of planning, after that, figure out the value orientation and content that theimplementation assessment of planning must be objective, fair-minded, realistical,planning principles-oriented, public interest-oriented and assess the result of planning andthe process of planning. Secondly, focus on the research of the method of implementationassessment of planning, build a set of index system that includes2assessmentclassification,4assessment level,12assessment factors and55assessment indicators, andthen, use the AHP, consulting experts to weight distribution targets, besides, the paper usesthe method of the deviation of implementation, the method of the percentage ofimplementation and grading assessment method as the to quantitative indecators. Thirdly,uses the index system of the implementation assessment of urban master plan to assess theimplementation of the master plan of Yongxin. The final score of Yongxin is53.44,according to the principle of assessment, the implementation is poor. At last, the paperconcludes the problems of implementation of the master plan of Yongxin and builds theanalytical frameword of implementation mechanisms from the aspect of the inevitabilityof implementation of the deviation, planning makes, management of planning, impact ofthe external factors of the planning sysem.
