With the development of transportation, Intelligent Transportation System (ITS) is now aresearch focus, and the instant messaging during driving as an important component of ITS is ingreat demand in daily life. But unfortunately, there is no standard Instant Messaging System thatcan be perfectly applied to vehicle environment.This paper, after a study of the standard instant messaging protocol XMPP and the vehiclecommunication standard WAVE, researches a solution to the problem named WAVE and XMPPbased On Vehicle Instant Messaging System (OVIMS). This paper classifies the solution into threecategories, namely centralized server based OVIMS, distributed servers based OVIMS and P2Pbased OVIMS, of which a brief statement including network framework, protocol architecture,communication process and pros and cons is made.Then this paper designs the function modules of the OVIMS, including the function modules ofthe server and the client. After that, this paper makes an implementation of the main functionmodules of the OVIMS under the open source develop platform Android. Finally the developedAndroid application is deployed and tested in the Wi-Fi environment. The result of the test showsthat the solution can fulfill the basic requirements of on vehicle instant messaging and has a certainpracticality.
