IEC61850is an important international standard on power system automation and represents the latest trend of substation automation system, thus it is the key technology of digital, intelligent substation. To this end, the state grid company put forward the construction of "strong smart grid" with the characteristics of informatization, automation and interaction. High voltage switch and its operating mechanism is an important part of substation, so it is imperative to improve the intelligent level of high voltage switch operating mechanism under the trend of smart station.Firstly, this paper introduces the development of smart substation and analyzes the the significance of this topic research under the grand goal of the construction of "strong smart grid"; secondly, on the basis of in-depth study of the IEC61850standard system, according to the object-oriented thought of IEC61850, combining with the latest improvement in the second edition of IEC61850, in view of the functional requirements of the high voltage switch operating mechanism on-line monitoring, this paper constructs the information model of operating mechanism on-line monitoring IED and the IED model is described by using substation configuration description language (SCL); finally, the paper designs the communication program of operating mechanism on-line monitoring intelligent terminal based on IEC61850and the function of the communication program is tested by using IEDScout and Wireshark to verify the validity of the communication.
