Plans to reach1231GW in theinstalled capacity of wind globally in2020, the annual installed capacity reached15000MW, the amount of wind power in global reach global power generation12%.After the Renewable Energy Law has been promulgated and implemented since2005, Chinese wind power plant construction market and wind power industrydeveloped very rapidly. By the end of2008, the installed capacity of the wind powerin China has jumped to the1stin the world. It is of great strategic importance to thereduction of the dependence on petroleum and coal energy, and the improvement inthe energy structure. The wind power industry develops very rapidly in China, but theexcessive costs hinder the further rapid development of the wind power industry.Therefore, it is the new topic with research significance to explore how to reduce thewind power construction cost effectively and promote better and faster developmentof the wind power industry. In this paper, CGNPC Wafangdian Dabeishan Wind Power Project is taken asthe research object. Under the background of the power market of China, Refer withthe enterprise ‘s development quantic, and enterprise’s action of cost control, on thebasis of analysis of the current target wind farm’s cost management of theconstruction project, introduce the management method of cost control in every phaseof the environment of wind power enterprise. The influential factors of the windpower plant construction costs are analyzed； then, the measures and methods of thecontrol in each stage (including the earlier stage for the project, the feasibilitypreparation, design, construction, production and operation) and reduction of windpower plant construction costs are analyzed and studied, so as to find an effectiveway to control and reduce the wind power costs.This paper analysis the process, which from the beginning to operation,combined with qualitative and quantitative consider, analysis how to control the totalcost of the project, increase the use of investment funds rate, through the control ofcosts to increase the generating capacity, enhance the yield rate of project, especiallyunder the cost estimation system is not complete environment, to provide a theoreticalbasis for the future to reduce the cost of wind power method.
